Xbox CEO Asha Sharma has confirmed to staff that Microsoft is preparing an initiative for Grand Theft Auto VI that no other platform holder is currently matching. Sources familiar with the company’s internal roadmap confirmed that Microsoft has officially secured exclusive launch streaming rights for the title. Under this agreement, Xbox Cloud Gaming is the only platform permitted to stream the game at launch. The exact length of this exclusivity deal remains unknown.
This exclusivity deal directly targets PC players. Because publisher Rockstar Games has not yet announced a native PC version of the game, players without a console face a potential hardware upgrade. The streaming arrangement allows Microsoft to offer Xbox Cloud Gaming to PC users who would otherwise need to buy an Xbox Series X, an Xbox Series S or a PS5 console.
To prepare for this launch, Microsoft is restructuring its access pipeline before Grand Theft Auto VI releases in November. The company is debuting a pay-as-you-go pricing tier for Xbox Cloud Gaming alongside the game’s release. This model allows players without a console or an active subscription to access the game on mobile devices by purchasing individual bundles of streaming hours. Such transactional pricing positions Microsoft to monetize users who do not want a recurring monthly subscription.
Managing the expected wave of traffic requires Microsoft to also end unlimited streaming for existing Xbox Game Pass subscribers in November. The company will enforce strict monthly limits on gameplay hours. Under the new rules, Xbox Game Pass Ultimate subscribers are capped at 15 streaming hours per month. Those on the Xbox Game Pass Premium tier are limited to 10 streaming hours per month, while Xbox Game Pass Essential subscribers are restricted to five hours.
