He didn’t pick up because he’s working in the studio.
In the latest episode of his show on Apple Music’s Beats 1 station, Abstract Radio, Q-Tip had spoke to D’Angelo via phone about musical icons such as Jimi Hendrix, James Brown, Sly Stone and other music, and more. During the conversation, he also tried to dial up André 3000 (around the 29-minute mark) so he can participate. Unfortunately, well not really, Three Stacks was working in the studio and couldn’t make it to the phone. Other guests of the episode included Pete Rock and Large Professor. Not too shabby.
