This video shows what you can do with a Canon 7D and editing software Twixtor in After Effects as BMX footage is slowed down after being originally shot at 720p at 60 fps.

    Twixtor is a plugin for After Effects not ‘editing software’.
    And had this cat used it properly, you’d not be seeing streaking in the shots.
