I was looking around and I found this picture on a blog on tumblr. I don't know if this is the right place to do post this but here. I was wondering how people got that blurred light but focused subject picture. I've got a bit of experience, but I have still a lot to learn. Thanks in advance for your help

Looks to be a city or something as some sort for the background. The photographer used a direct flash to expose the people while exposing the city as well for the dots you see. You use a low f-stop # and use your flash against a backdrop like that and this is the result.

And as for the dots being shown on the peoples' bodies, the flash was fired and the people moved while the camera was staying still.

I'm assuming I should probably use a tripod?
How long would my shutter speed have to be?
