Just use Illustrator. Photoshops not really made for that but you gotta be good at Illustrator. Make the drawing as clean as possible.

I personally cant stand photoshop, and feel that photoshop is for, PHOTOS, hints the name..like everyone says, use illustrator, if the image is clean enough, with the right tweaks, live trace could possibly work...other wise don't cut corners and just scan it in, create your layers and begin re creating it...any other way is most likely going to be half ass.

You can't save a file as a vector image in Photoshop. You can do vector style artwork (posterize and other filters) but it still will be pixels.

I would advise you take it into illustrator and live trace it or better yet manually trace it

Illustrator CS3 and up have the live trace feature. Put your inked drawing into Illustrator and mess around the the live trace settings.
