Not necessarily. You wont lose muscle by doing cardio, you'll actually become more defined/toned.
you do become more defined and toned, but you definitely lose muscle, or at least weaken muscle development. it's a fact.

If you're already eating healthy try weighted ab exercises. I ate healthy, did HIIT for cardio and my abs stayed the same..not bad, but not where I wanted them to be. Doing weighted exercises such as leg raises and decline sit ups and rope crunches made em really pop out and gave me more definition.
