whenever i click qoute it brings me back to the top of the page and does not do anything is this normal? is it my browser? please help.

It is not normal. Quote button is working fine at my end. I suspect some Javascript didn't load on your browser.

Please try to reload the page and bypass cache in your browser (Ctrl + F5, see http://en.wikipedia.org/wiki/Wikipedia:Bypass_your_cache for details)
