Well I am having problem with shoutbox but moreso the whole sites drop down menus. Everything that has a drop down menu access I can't get to. Also I can't quote or post new topics to even say this reason it is in this section sorry for the wrong section post.

It seems like your browser has JavaScript problems. Make they're turned on in your browser settings/preferences.

Any updates? It doesn't matter what computer I use, I haven't been able to use the box since the site change. Is it possible my IP is blocked?

Actually it happens on my home computer and yes I think it is an IP block but on your own computer. So I think try disabling the firewall or antivirus see if that works.
