No it's a bit more than that, what they are saying is that we can see limits in our universe (specifically limits on cosmic ray particle's energy levels) that should not necessarily exist. These limits are the same type of limits that would show up in a computer program simulation. A program could produce an almost exact replication of a universe but it would put constraints on variables within the simulation as they approached really high levels.

In other words it's as if Master Chief jumped outside the map and got killed by the guardians and had this sudden realization "What if I'm in a video game and the memory and physics engine aren't complex enough to deal with me going outside of the map? What if they placed limits on normal gameplay within the program and I'm not real I'm just a simulation in a video game?"
