Leprosy is not a form of albinism, nor is it genetic. It is a disease caused by a bacterial infection. White skin is not a symptom of the disease either.
Albinism is a congenital disorder that results in lack of production of melanin. it is very rare and is a disorder present in any animal with vertebrae, including black people. White people do produce melanin. If there was a population within any species that all had one mutation (let's say albinism in this example) they would all continue to have this mutation. Yet albinism these days is extremely rare in caucasian populations (albinism is about 300% more common in africans than caucasians).
It's pretty safe to say that the first human beings were in Africa, and their skin was much, much darker than the skin of indigenous people in Africa today (Akon would be considered light-skinned). However there was likely genetic variance in the human SLC24A5 gene which causes lighter skin. This is not a genetic mutation, just a different allele. When human beings migrated to Europe and Asia, individuals for this gene for lighter skin were healthier and more viable for reproduction due to this new environment having less UV radiation because they can produce more vitamin D. As time went on and individuals migrated further and further north, those with lighter skin were better suited for those environments so more lighter skinned offspring were created.
