yes, they are brothers. 666 satan was released and done a few years ago, but it didn't made it big. so seishi's brother took the same idea and incorporated into his style of manga.
so basically masashi (author of naruto) plagiarized his brother, hugely. same story line, same number of beast, same concept, same "rasengan" movements and so on.. just read it. it's only about 50 chapters long.
at the end of 666 satan's manga, this dude with different mask and eyes... appears to be one of the main character's father.
thus making this nigga tobi = the 4th hokage.

After reading the end of chapter 563 and then reading Naruto 564 earlier today. I noticed that Naruto could hit Tobi when Tobi implied that Naruto should have phased through him like everything else does. So for discussion sake this is my take on the whole situation.
The majority of us could make the claim that the phasing technique could stem from the Sharingan. Ex. Kakashi and his Kamui.
But I'm thinking that Tobi phasing through objects has no association with the Sharingan, but in fact, due to his mastery of Yin Charka. To explain, the second mizukage stated that his genjutsu fell in the Yin category - "as a possessor of Yin Release and thus a capable genjutsu user, he advises the shinobi to maintain their distance, just as a substantial number are struck by his summon."
We later see the genjutsu casted on the battlefield as the alliance attacks the second mizukage that their attacks "just phase" through the second mizukage images. Also please notice, that Yin release "techniques, based on the spiritual energy that governs the imagination, can be used to create form out of nothingness".
I'm not saying Tobi has casted a genjustu on himself or something,but rather he has mastered a Yin technique that allows him to phase at will. Sort of like SO6P used to create the 9 tailed beasts out of nothing when splitting up the 10 tails.
Now, with the back drop I will answer my thinking on why Naruto is able and will be able to hit Tobi.
Naruto in 9 tails mode uses Yang Charka. Yang techniques, based on the physical energy that governs vitality, can be used to breathe life into form. In this case breathe life into nothingness= Yin. So he could null the "phasing" affect of Tobi because when tobi "phases" into nothing, Naruto breathes life into Tobi making him real.
If the 4th hokage did indeed to this intentionally, and seal the yang charka in Naruto for this moment( we all know he had tremendous foresight), then the 4th's place in legacy needs to re-evaluated.Making him the best ninja ever period and if this holds any validity you cannot argue the 4th's skill or his foresight because he surpasses anything ever before seen. To deduce all that while fighting Tobi back then would of been amazing.
