best internet provider?

I just moved into a new apartment and all my neighbors put a password on their shit, so I have to sign up for one.

I keep seeing Clear wimax internet service for home/on the go unlimited usage for $50 a month saying it's using 4g so it's fast, but I read lot reviews saying it's the worst.

What's the cheapest/best out there right now?

at&t internet service is fucking terrible. my internet connection constantly gets stagnant, and whenever it rains mad hard, that's a guarantee that the internet is gonna be out for a good hour or so.
