It will be on the album version dropping October 12. I think that it's coming so late is because they decided last minute to switch it from a mixtape/free EP to full album.

Could have been so much better. With You and Bill Gates are both great tracks, but the rest is meh. Not to mention the fact that I'm Single is straight off of No Ceilings.
