No, Dre is better at overseeing other producers and then taking all the credit. It's been widely known that he has taken credit for work that others have done. He's had help from Daz, Hitman, Scott Storch, etc.

And as far as the early post about Kanye being the Modern day Puff, that's a discredit to kanye because Puff couldn't break down a sample and make you ask "where the hell have I heard that before?" or "wow that's new". Puff's beats where simple and you knew what song he sampled. That's why he had been scrutinized for his sampling, it was less of producing and more like taking a beat adding drums and boom, a puff song. Kanye took sampling to a knew a level and did shit a lot of producers never even thought of doing. All you have to do is take a look at "Late Registration" to see that.
