just buy a medium shirt. shrunken clothes look horrible because the proportions will be off

Get hot water from the stove, get some type a bucket, and put the shirt in the bucket. Then get the hot water and pour it onto the shirt, and work the shirt into the water for 3 minutes. After that put it into the dryer for the hottest setting possible, and there you go.

If something doesn't fit I wouldn't bother trying to shrink it down. Clothes don't shrink evenly and you end up having weird proportions.

Cotton shirts can shrink up to two sizes down but I don't recommend it. Shrinking can be done but the threading might come out weird, as in one side might come out shorter. The best way is to get it done by a professional, but it's not really worth doing so unless it was an expensive tee.
