If they go anywhere outside of the US it should be mexico. I could see a storyline with a guy trying to make it to the US for a better life for his family and having hardships along the way. Maybe the protagonist ends up in San Andreas later in the game.

I think it'd be funny if they put it in detroit, and made the character a pissed off family man recently fired from a Detroit Auto Company, so he runs around the city doing whatever to get money

They should make the settings liberty city, vice city and san andreas, you can drive or fly from city to city.
