I don't know about the cheapest, never did it. But I know BIG (Blue In Green) does it & they're highly reputable. But there should be some places in Canada, look for denim shops in Canada.

It's pretty straightforward, especially in English. First, you have to sign up for a Rakuten account. You can click on the link that says "Sign Up" in the top right corner of the item page that you linked to.

Once you do that, ordering from Rakuten is really easy, just like ordering from any other online store. Just follow the directions that they give you on each page, and you should be good to go.

Like Backspace said, shipping from 2nd is typically 2400 yen (about $30 USD) for a pair of Samurai jeans. They'll generally take 2-3 days to process your order, and once they ship, EMS takes 4-5 days from Japan to the US, so I would say about a week is a good estimate.
