With that cut, I think it looks best TTS. If you want a tighter fit, you could size down 1, but I don't think I'd really go further than that.
Yes, you should presoak it. Of course you should check the fit in between soaks, but I would recommend at least 2 hot soaks before you start wearing full-time.
should i size up at all?
Sizing up 1 is something I've seen people do with this cut as well. It should be fine if you do this, but just be aware that it will be a looser fit.
Do sams stretch out?
Yeah, they stretch a lot. They can stretch back to raw size and often even beyond.
well if you size up, it won't be as tight on your waist and it will stretch less
if it is tight on ur waist initially, obviously there will be more stretching

It really depends on how you want the jeans to fit on you. If you size down, the fit will be slimmer. I personally like TTS the best on this cut.

Maximum shrinkage on Samurais tends to be 2" in the waist and 3" in the inseam. Usually takes multiple soaks/washes to get there, though.

After wash, yes. The raw inseam is usually around 39".
