so let's say my purchase is marked as a gift under $60 and shipped with usps. does that mean i don't have to pay any duties or taxes?

I'm trying to buy some janoskis off of primitiveshoes.com, but my problem is, they ship with ups. The pair I wanna get is 75$, so i'm wondering what the expenses would end up being? Also if anyone knows a different site which will ship to canada for under 100$ (shoes + shipping) could they maybe give me a link?
