They can be legalized, there's loopholes in legalizing them. For Skylines, I believe you register it as a kit-car of a Nissan 240SX. People with real EVO's from Japan register theirs as Mitsubishi Mirages lol.

I've been spotting a lot of Skylines lately here in LB. Last week there was a silver R33 that passed me while I was stopped at a light. Also a black R34 GTS like two months ago plus a black R32 multiple times.

I don't see a reason why it WOULDN'T be legal. Up until a certain year, seatbelts were not mandatory. And really, I'm sure that bench holds better than alot of the bench seats of similar vintage.
