How do you make it so only some colors pop?

i just use a magnetic lasso on photoshop and adjust the colour balance or saturation.

I like the DoF in the second one, but the subject matter in the first one is a bit too dark and a slightly blurry it seems. Try and mess around with the rule of thirds too: en.wikipedia.org/wiki/Rule_of_thirds

yeah, i framed it that way.
i'm not sure about the background, it was kinda overcast so the sky was grey behind the building
